The "Black Flag"(order No. 2), also meant no quarters given, no surrender, and no prisoners would be taken. This order was giver in the Battle of Fredericksburg Virginia(Eastern Theatre). During the North's campaign to take Richmond(1862).That is what the white flag is for.
Black flags were used by a Confederate unit, unfortunately I cannot remember the name of the battle but it was in the Western theatre.
