Dr Jennifer Francis REALLY knows her stuff.

AGW has made oceans warmer so any storm that arises over the oceans will receive energy and moisture from the warmer seas. It takes quite a bit of energy to break up the inter-molecular forces in water so individual molecules can leave the water and turn into water vapor.

When this water vapor, clouds, condense into droplets of rain they release the energy, heat, that caused water vapor to form, so the storm gets even stronger. Melting of Arctic ice and its effects on the northern Jet Stream is causing hurricanes to move more slowly and even stall and if part of the stalled storm is over sea then it continually receives more water to drop as rain. Remember Hurricane Harvey, while the more recent Hurricane Florence did the same thing.

With the Bering sea ice free a ridge in the Jet Stream is causing long term drought in California.
