John, I'm going by how they voted.

Votes FOR impeachment were only Democrats - partisan

Votes AGAINST impeachment were mostly Republicans with a few Democrats - bipartisan

Two things ...

A president may be guilty of "wrongdoing", but the punishment should be proportional. Impeachment is a political death penalty, so the crime has to fit the punishment. Gabbard favors censure of the president.

Second, Gabbard's situation is that her congressional district favors impeachment, and she is going to take heavy criticism for her choice. So she couldn't vote "No" out of respect to her constituents, but she couldn't vote "Yes" either because she didn't believe it was the right thing to do. So, she voted "Present". This choice was consistent with her positions over the past 3 years that I have been paying attention to her. She is principled and independent, and she has bucked the Democratic establishment before. This wasn't the first time.
