Foreign Affairs Minister Marise Payne said the Chinese Embassy in Beijing informed the Federal Government of Ms Cheng's arrest on Friday evening.
"We have consistently raised our strong concerns about her detention, regularly, at the most senior levels," Ms Payne said.
Ms Payne said the progress to her formal arrest means the matter has now "entered the formal criminal investigative stage", which can take months to move through the Chinese system.
Ms Cheng had been working as a business journalist for the state broadcaster CGTN when she was secretly detained in Beijing in mid-August 2020.
Since then she has been assisted by the government, and the most recent consular visit was on January 27.
"We continue to seek assurances of her being treated appropriately, humanely, in accordance with international standards," Ms Payne said.
She's the second Australian citizen they've arrested on those charges. A writer who was arrested early 2019.
As to this case, the Govt. were pretty quick to tell us. They let us know back in September about this. China also bullied a couple of our other journos before Aust. Gov. got them the hell out of there. One of those reporters works for our ABC, they've been steadily reporting on this. He says he was questioned in regard to his possible affiliation with the woman arrested but it was overly clear they were just heavying him.
Australia has issued a tourist advice warning about China, essentially saying you might just get locked up.

CNN’s Sam Vinograd was chosen to be a senior counselor for national security at the Department of Homeland Security, marking at least five pundits from the liberal network to join the Biden administration.
Vinograd joins fellow ex-CNN staffers Secretary of State Anthony Blinken, Pentagon press secretary John Kirby, Energy Secretary nominee Jennifer Granholm and White House press secretary Jen Psaki who have made the leap.
Media Research Center vice president Dan Gainor isn’t surprised by the revolving door between CNN and the government.
"CNN did everything it could to elect President Biden, so it’s logical that so many CNN ‘experts’ immediately shift to work for him," Gainor told Fox News before joking, "Maybe we should start referring to the president as Joe Biden, D-CNN."
